Does being busy of a freelancer a sign that he's making enough money?

I don't know whether you have heard about this before or not. But there are some freelancers that are truly busy. You see them working on one task or the other. But you keep on wondering why they are not successful. Despite the fact that they have more clients to themselves, they are still not successful. There are many reasons for this. They may not be meeting the right clients. They may be meeting those that don't really pay.
