Does a good profile mean a better freelancer?

There are some people that do believe that having a better profile for a freelancer mean being professional. Sometimes, it doesn't work that way. There are some time that some freelancers will have a better profile and not still be qualified. That's why it is always better to judge the freelancers using their portfolios and their recent works instead of relying wholly on their profiles. What do you think about this?
