It doesn't make any sense for AdWords to play a role in SEO but in reality, yes, it works currently. This is the logic behind it - When a site appear on search results, if people click on the link and visit the site, Google would consider that as a plus. If people skips certain sites on the search results, Google would consider that as a negative signal. When you are advertising a particular site, there are good chances that the click-through-rate will be higher for that and that helps a bit in the ranking. But this can change anytime. Google may stop giving priority for the click-through-rate anytime without notice.
