Do clients really care about the rating or price before choosing freelancers?

Clients check different parameters before they choose the ones that they want to choose before choosing their freelancers. While some may consider the price, others will check the rating. They check what other clients have been saying about such a freelancer before they make use of him. Others don't really bother about that. The price matters a lot to some people.
