Hi, due to political and compliance concerns at our client's organization, we've decided not to use Google Display Network for our advertising campaigns. We have a monthly budget of around $10,000 and are looking to run display ads targeting a very specific audience—IT professionals and decision-makers interested in data center technology and infrastructure solutions. Ideally, we'd like to manually select website placements or at least target relevant categories or contexts with precision. We've explored AdRoll, but unfortunately, its site-level targeting and placement controls are quite limited for our needs. We're now actively looking for alternative self-serve ad platforms that offer more robust control over audience targeting and placement strategy. Any recommendations for platforms that fit this use case would be greatly appreciated.
 
For IT decision makers, consider niche B2B channels that let you reach professionals directly. LinkedIn Ads is more costly but gives exact job title and company size targeting. Stack Overflow and Spiceworks have ad options aimed at developers and IT pros and let you buy placements on specific pages. Also explore TechTarget or IDG for highly relevant audiences, though those may run as sponsored content or direct buys rather than pure self-serve. Combining a few niche buys with one of the cheaper native networks gives reach plus quality. This mix helps you hit the right people while keeping control for compliance.
 
For cheap PPV ad networks, I'd recommend PopAds. They're known for low-cost campaigns and let you control your spending. HilltopAds is another option—they're budget-friendly and work well for self-serve setups. You can start with a small budget and see how it performs. It's a good idea to test a few networks to find the one that works best for your needs.
