There is a penalty. Posting untruths is a violation of the 9th commandment. God's wrath will be thrust opon you. Look what happened to the most popular and respected Mayors of modern times, Mayor Guiliani. He made untruths inside a courthouse as an officer of the court. It didn't go over well. Then he made up a blatantly untrue story about election workers. After the election workers were harassed, they sued him for small fortune and won. So yea, there is penalty.
