Are there freelance websites that limit bidding to improve freelancer success rates?

There are some freelancing platforms that are designed like that. They reduce the bidding and hence the competition will be so reduced in such a way. They prefer making freelancers source for clients rather than open competition through bidding. Though, I don't really know more about some freelancing platforms that are into this. I have never experienced a freelance platform that limit building among the freelancer to enhance success rate. What I usually experiences that a client will post a job online and the freelance I will start building on how much they can charge for the service and the deadline it will take them.
