To be honest, charging for shipping free should be made compulsory for a business that wants to last longer. The only time a business owner may not be thinking of having a shipping fee is when the business is large already. For a startup business, charging for shipping is always better.

A business owner that doesn't want to charge may however include some conditions which may mandate a customer to buy a particular amount before having access to shipping fee.

Not charging for a shipping fee because you want more customers is like giving charity, which should not be the features of a business that is just starting. If you are to remove shipping fee, then there must be a condition for it, may be the person must have bought goods worth a particular amount.
